中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油（中国）有限公司海南分公司（以下称为“招标人”）委托，就东方13-2CEPB平台增加压缩机模块项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited, Hainan Branch (hereinafter referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under the project of DF 13-2CEPB Added Compressor Module by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

2.招标内容：Bidding Contents:
货物名称：凝析油外输泵
Name of Goods: Condensate Export Pumps
数量：2套
Quantity: 2 sets
主要技术规格：凝析油外输泵的泵型为电动液压隔膜泵，流量31m3/h，入口压力1000~2800kPaG，出口压力4100~7250kPaG。
Main Specifications:
Pump type of Condensate Export Pumps shall be electrical hydraulic diaphragm pump，Capacity is 31m3/h，Suction Pressure is 1000~2800kPaG，and discharge Pressure is 4100~7250kPaG.

3. 对投标人的资格和业绩要求：
Requirements for Qualification and reference of Bidder:
（1）资格要求
Requirements for Qualification of Bidder
A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照；
如果投标人为境外注册公司，需提供有效的公司登记注册证明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B．（接受代理）
如果投标人为代理商，投标人应得到所投货物制造商同意其为本次投标提供该货物的合法正式授权书。
If the bidder is an agent, bidder shall obtain the legal and formal authorization from the manufacturer of the goods to provide the goods for this bidding.

（2）资质要求及证明文件
Requirements of Qualification of Bidder and Certificate
（ABS/DNV/BV/CCS）检验证书
泵适合在海上环境中运行，投标人应承诺自费对所提供的产品进行检验并取得国家应急管理部认可的其中一家第三方认证机构（ABS/DNV/BV/CCS）的检验证书。
The pumps can run in the offshore environment, and VENDOR shall at his own cost arrange inspection and obtain final certificate of the package from one of the certifying agencies authorized by COOOSO, which are ABS, DNV, BV and CCS.
投标人提供的泵必须是制造商的成熟产品，买方不接受未经使用的试制产品。
The Pumps should be manufacturer proven products. Unused prototype equipment shall not be acceptable.
业绩要求Requirement for Bidder's reference:
2013年1月1日至投标截止日（以合同签署时间为准），投标人所投产品的制造商应具有至少2个电动液压隔膜泵的供货业绩，且满足介质为凝析油，流量≥31m3/h，出口压力≥7250kPaG的技术要求。
Since Jan. 1st, 2013 to the deadline of bids submission stipulated(The date of signing the contract shall prevail),The manufacturer of the products invested by the bidder shall have at least two sets the electrical hydraulic diaphragm pumps supply performance, and meet the technical requirements of the Condensate as medium，capacity ≥31m3/h,discharge pressure ≥7250kPaG.
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件（含相关技术附件）和2）到货验收证明材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、货物名称、项目名称、介质、流量和出口压力的技术要求及到货验收材料。
The bidder shall furnish reference List in given formfor the above-mentioned Requirement for BIDDER's reference, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by VENDOR shall as least demonstrate the content show as follows: contract signing time, name of Manufacturer,name of goods, name of Project ,technical requirements of medium,capacity and discharge pressure, receiving certificate of arrival of goods.
未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称、项目名称、介质、流量和出口压力的技术要求及到货验收证明材料的，均视为无效业绩。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate contract signing time, name of Manufacturer,name of goods, name of Project ,technical requirements of medium,capacity and discharge pressure, receiving certificate of arrival of goods will be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding Document from November 20th, 2023 to November 28th 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online.
